Frank & Nikki Sheppard

Frank and Nikki Sheppard are the founders of Thrive Communities, a mission-driven real estate investment company focused on revitalizing affordable housing in small towns across the Midwest. They launched THRIVE in 2023 to create high-quality, resident-focused manufactured home communities in the area's of Indiana where they grew up and where families can put down roots and thrive.

Frank brings deep manufactured housing expertise, having been involved in more than $2 billion in transactions throughout his career from Community Manager to Chief Operating Officer. Nikki, a Realtor, shares that same drive and commitment, working alongside Frank to ensure Thrive’s communities are built on care, service, and long-term impact.

Together, their hands-on approach and genuine passion for people continue to shape Thrive’s culture and success, turning their vision of better housing into a reality for residents across the Midwest.
Luke Pugh
Chief Construction Officer

As Thrive Communities’ first field team member and Chief Construction Officer, Luke Pugh plays a vital role in shaping the physical environments that our Residents call home. With a hands-on approach and a deep passion for Community revitalization, Luke oversees construction projects across all Thrive communities — from infrastructure upgrades, new home sets, to beautification efforts that enhance quality of life for our residents.

Luke brings a strong background in residential construction and property improvements, along with a commitment to detail, efficiency, and Resident-first thinking. Whether leading home installations, coordinating curb appeal upgrades, or tackling complex infrastructure challenges, Luke’s work directly supports Thrive’s mission to create vibrant, affordable places where families can truly thrive.
